Il cambiamento climatico sta ponendo sfide ambientali significative che richiedono azioni urgenti e decisive per promuovere un cambiamento trasformativo per l’adattamento climatico, in particolare nell’Europa meridionale e nella regione del Mediterraneo. Il distretto di bacino del fiume Po è direttamente interessato dalle conseguenze sociali e ambientali legato al cambiamento climatico e la sua area è stata riconosciuta dalla Strategia nazionale di adattamento al cambiamento climatico (NAS – MASE, 2015) come caso pilota e speciale nazionale per l’adattamento climatico, in particolare nel settore della gestione delle acque.
Il progetto EU Life Climax Po, all’interno del WP6, mira a supportare e informare la gestione del paesaggio su larga scala per migliorare la qualità ambientale, rafforzare le reti ecologiche e migliorare la fornitura di servizi ecosistemici esistenti. Ciò può essere ottenuto attraverso l’implementazione, la conservazione e la riconnessione delle infrastrutture verdi e blu del distretto e l’identificazione e la valutazione dei servizi ecosistemici prioritari su misura per gli ecosistemi e i settori all’interno dell’area. Un primo passo cruciale per la mappatura e la valutazione della connettività e dell’efficacia della rete di infrastrutture verdi e blu (BGI) consiste nell’identificazione e nella raccolta di informazioni sugli elementi di nature-based solutions (NbS), sulle infrastrutture verdi e blu esistenti e potenziali, sui servizi ecosistemici associati e sulle metodologie di valutazione. Tali informazioni sono indispensabili per integrare efficacemente la rete nel contesto socioeconomico dell’area di riferimento.
Questo rapporto presenta i risultati di uno screening completo di dati, informazioni ed esempi per mappare e valutare le soluzioni basate sulla natura e le infrastrutture blu-verdi progettate per mitigare gli estremi climatici. L’area di studio, oltre a comprendere le aree pianeggianti del Distretto del Fiume Po ricadenti nei territori delle Regioni Piemonte, Lombardia, Emilia–Romagna e Veneto, è stata estesa anche ai territori pianeggianti del Veneto esterni al Distretto e del Friuli-Venezia Giulia per una migliore rappresentazione della connettività ecologica e del paesaggio. L’inventario include anche informazioni sui servizi ecosistemici e i co-benefici correlati, nonché i metodi disponibili per valutarne l’efficacia e quantificare i co-benefici oltre la riduzione del rischio, su base economica, ecologica, biofisica o sociale.

Climate change is posing significant environmental challenges calling for urgent and decisive actions to foster transformative change for climate adaptation, particularly in Southern Europe and the Mediterranean region. The Po River Basin District is directly affected by social and environmental consequences of climate change, and its area has been recognized by the Italian National Adaptation Strategy to climate change (NAS – MASE, 2015) as the national special and pilot case for climate adaptation, particularly in the water management sector.
In WP6, the EU Life Climax Po project aims to support and inform large-scale landscape management to enhance environmental quality, reinforce ecological networks, and improve the provision of existing ecosystem services. This can be achieved through the implementation, conservation, and reconnection of the district’s blue-green infrastructures and the identification and assessment of priority ecosystem services tailored to the ecosystems and sectors within the area. A critical initial step in mapping and evaluating the connectivity and effectiveness of the green and blue infrastructure (BGI) network is the identification and collection of data on nature-based solutions (NbS) elements, existing and potential green and blue infrastructure, related ecosystem services, and assessment methodologies. This data is essential for successfully integrating the network into the socio-economic context.
This report presents the outcomes of a comprehensive screening of data, information and examples to map and assess nature-based solutions and blue-green infrastructures designed to mitigate climate extremes. The study area not only focusses on the low-lying areas of the Po River Basin District in the Piedmont, Lombardy, Emilia–Romagna and Veneto regions, but also extends the data collection to include the plain areas outside the Po district in the Veneto and Friuli-Venezia Giulia regions, for a more comprehensive representation of ecological and landscape connectivity. The inventory also includes information on the related ecosystem services, co-benefits provided by nature-based solutions and blue-green infrastructures, and available methods for assessing their effectiveness and quantifying the co-benefits beyond risk reduction, on an economic, ecological, biophysical, or social basis.
