Summary

The LIFE CLIMAX PO project (CLIMate Adaptation for the PO river basin district) aims to enhance climate change adaptation through climate-smart water management at the basin scale, supporting the implementation of Italy’s National Adaptation Strategy (SNAC) and National Adaptation Plan (PNACC). The project engages multiple governance levels and stakeholders to strengthen knowledge, capacity, and resilience across the Po River District. Task 4.7 is dedicated to local governments and the promotion of the Covenant of Mayors for Climate and Energy, as the part relating to the adaptation of Sustainable Energy and Climate Action Plans (PAESC) is an important tool for supporting the implementation of the SNAC in the Po river basin district. Some Regions already have a support mechanism dedicated to local authorities and a significant number of municipalities have already signed the Covenant of Mayors; however, at the local planning level, water management for adaptation is still a complex issue and requires a dedicated effort to be introduced into the PAESC and contribute to the implementation of the SNAC. The report therefore aims to document, for the first phase of the Project, the capacity building activities carried out, focusing primarily on the issue of climate data available on a large scale, with particular reference to its retrieval and use for planning purposes.
